The same independent principles as every IndexFair rating, applied to consumer self-custody wallets — which have no licence register, so the security half of the score is a multi-source consensus rather than a regulator check.
Every IndexFair score is a single number from 0 to 10, attached to one wallet, in one country — the deterministic output of a versioned formula. Each score carries a ± confidence interval and a percentile against its market; below a minimum effective sample we withhold the number rather than publish one at low confidence.
Exchanges earn Block A from a single authoritative register (the FCA). Wallets have no such register. Instead, Block A is a register-less multi-source consensus: independent vendor certifications (Common Criteria EAL), security audits, and incident databases, weighted by source independence. A fact is asserted only when independent sources corroborate it; a breach on a credible primary source registers on its own (silence is not safety); and where evidence is thin or sources disagree, the signal is held toward a neutral prior rather than penalised. Aggregators that merely re-publish primaries are capped — they cannot reach a quorum alone.
The wallet-7: four factual aspects feed the Block A consensus; three experiential aspects are review-derived (Block B). Wallets carry no Measured Product block (Block M is gambling-only).
