Wallets have no single licence register. Block A is a multi-source consensus: independent vendor certifications (Common Criteria EAL), security audits, and incident history, weighted by source independence and asserted only when independent sources corroborate. A breach on a credible primary registers on its own; positive signals require agreement. Thin or divergent evidence is held toward a neutral prior rather than penalised.
